Allows a parent or non-parent caregiver to exclude a child from the public assistance household, and excludes any unearned income of that child from consideration for eligibility and benefit calculations.

Removes the requirement that minor siblings must be included in the public assistance household when a minor applicant applies, allowing them to be excluded at caregiver discretion.

Clarifies that federal supplemental security income recipients, individuals receiving additional state payments, and certain relatives (brothers, sisters, half-siblings, stepsiblings, cousins) are not required to be included in the household.

Takes effect immediately upon enactment.
