Creates a Home Stability Support Program requiring local social services districts to provide shelter supplements to eligible homeless individuals and families to prevent eviction, effective October 1, 2018.

Sets shelter supplement at 85% of fair market rent as established by the federal Department of Housing and Urban Development, with local districts able to supplement up to 100% of fair market rent at their own cost.

Provides up to 14,000 new shelter supplements annually statewide, distributed to local districts based on their pro rata share of households below the federal poverty level.

Requires non-public assistance recipients in households receiving supplements to contribute 30% of gross income or pro rata share of rent, whichever is less; excludes minor children's income from calculations.

Mandates state reimbursement of 100% of shelter supplement and home stability support service costs through federal funds first, then state funds for any remainder.
