Expands the prohibition on diverting dedicated transportation funds from just the Metropolitan Transportation Authority and New York City Transit Authority to all public transportation systems statewide, including counties and cities providing mass transit services.

Eliminates the previous exception allowing fund diversions during fiscal emergencies declared by the Governor with legislative authorization.

Requires the director of the budget to create a "diversion impact statement" if any diversion occurs through legislation, detailing the amount diverted, the affected funds, the equivalent in transit fares, five-year cumulative diversions, diversion dates, and projected impacts on service, maintenance, security, and capital programs.

Takes effect immediately upon enactment.
