Authorizes the adjutant general to present the "New York State Korean War Service Medal" to eligible veterans who served in the Korean War from June 25, 1950 through July 27, 1953.

Eligibility requires the recipient to be a New York State citizen (current or during service), serve in the U.S. Armed Forces or organized militia on active duty abroad during the Korean War, and receive an honorable discharge or honorable release.

Recipients may wear a ribbon for each succeeding star as determined by the division of military affairs, with medals presented to designated representatives if the recipient dies.

Grants the adjutant general and director of the division of veterans' affairs authority to establish rules and regulations for medal presentation and distribution.

Takes effect 120 days after becoming law, with the division of military and naval affairs authorized to promulgate implementing rules and regulations.
