Authorizes the adjutant general to present the "New York State Vietnam War Service Medal" to eligible service members who served in the Vietnam War.

Eligibility requires: New York State citizenship (current or at time of service), active duty service in U.S. Armed Forces (Army, Air Force, Navy, Marine Corps, Coast Guard, or organized militia) from November 1, 1955 through April 30, 1975, and honorable discharge or release under honorable circumstances.

Recipients may wear a ribbon for each succeeding star, with color and design selected by the Division of Military and Naval Affairs; medals may be presented posthumously to designated representatives.

Authorizes the adjutant general and director of veterans' affairs to establish rules and regulations for medal presentation and distribution.

Takes effect 120 days after enactment, with the Division of Military and Naval Affairs authorized to issue necessary implementing regulations.
