Adds three new definitions to energy law: "combination television" (TV with integrated devices like DVD/HDD players), "component television" (multi-part TV systems marketed together), and "television monitor" (TV without internal tuner or playback device).

Expands the definition of "television" to include combination televisions, television monitors, component televisions, and any product marketed as a television, removing the previous exclusion of multifunction TVs with VCR, DVD, DVR, or EPG functions.

Requires the secretary, in consultation with the president, to adopt energy efficiency performance standards for televisions that conform to appliance efficiency standards established by the California Energy Commission.

Takes effect 180 days after enactment, with authorization for immediate promulgation of necessary rules and regulations to implement the act.
