Commissioner of the Office of Temporary and Disability Assistance must develop a training program by June 30, 2018, in conjunction with the Commissioner of Mental Health and other appropriate state agencies, to train medical professionals, social services providers, and social services employees to identify deficiencies in executive functioning.

Office shall establish facility or facilities to provide screening of individuals for deficiencies in executive functioning, developed in consultation with experts and utilizing rating scales designed to evaluate executive functioning deficits in clinic-referred or high-risk individuals.

Defines "executive functioning" as self-directed actions including self-awareness, self-monitoring, inhibition, non-verbal working memory, verbal working memory, planning, and problem-solving used to choose and sustain actions toward goals for maximization of long-term welfare.

Act takes effect immediately upon enactment.
