Requires the Long Island Power Authority to provide public notice before constructing utility transmission facilities, with notice given before the authority determines environmental significance under Article 8 of the Environmental Conservation Law.

Defines "utility transmission facility" as electric transmission lines in the service area and associated equipment, excluding in-kind replacements, wholly underground lines, and major facilities subject to Article 7 of the Public Service Law.

Notice must include the facility location, description, environmental assessments and studies, statement of need, description of reasonable alternate locations, comparative analysis of locations, and explanation of why the primary location is best suited.

Requires notice by first class mail to each affected municipality (addressed to chief executive officer), all legislature members whose districts the facility would pass through, and utility customers located within 500 feet of the proposed facility.

Takes effect immediately upon enactment.
