Public Service Commission must publish a report by December 1, 2018, on residential customer savings from time-of-use tariffs and smart meters, in consultation with the New York State Energy Research and Development Authority, Long Island Power Authority, and New York Power Authority.

Report must include total number of customers enrolled in time-of-use tariffs, smart meters installed, total costs incurred, savings realized, and outcomes including changes in carbon emissions, electricity usage patterns, and outage frequency/duration.

Report must analyze each utility's time-variant pricing tariffs, customer bill savings, best practices for customer data access and privacy protection, and provide forecasts for smart meter installations and time-of-use enrollment through 2022.

Applies to electric corporations and combination gas-electric corporations with annual gross revenues exceeding $200 million.

Report copy must be submitted to the Senate Temporary President, Assembly Speaker, and chairpersons of the Senate and Assembly energy committees.
