Creates the New York State Artificial Intelligence Commission as a temporary body to study and make determinations on AI regulation issues.

Commission shall investigate current state law on AI, comparative state policies, criminal and civil liability, employment impact, confidential information disclosure, restrictions on AI weaponry, and effects on the technology industry.

Commission consists of 11 members appointed by the governor (5), senate temporary president (2), senate minority leader (1), assembly speaker (2), and assembly minority leader (1).

Commission must issue a final report to the governor and legislative leaders no later than 180 days after the act takes effect.

Act takes effect immediately and expires one year after the effective date.
