Modifies the affordable residential green building program to provide information, resources, and technical assistance instead of direct incentives to developers, builders, and design professionals constructing affordable residential buildings.

Removes the specific income limit definition based on the state mortgage agency's low interest rate mortgage program and instead directs the authority to establish its own affordable housing criteria.

Changes the authority's responsibilities from promulgating rules and regulations to creating and maintaining guidelines that connect stakeholders with financing resources, best practices, and information to achieve green building standards.

Requires the state authority to issue a report by December 31, 2018 to the governor and legislature analyzing the potential benefits of providing new financial incentives for affordable residential green building construction, including impacts on smart growth, emissions reduction, energy efficiency, and affordability.
