Creates a new subdivision 1-a requiring all Battery Park City Authority board members to recuse themselves from matters with conflicts of interest, consistent with public officers law and authorities budget office guidance.

Establishes a new subdivision 1-b requiring all appointed board members to have relevant experience in real estate, corporate board service, finance, law, urban planning and/or design, architecture, government, or security.

Maintains the existing requirement that at least two of the seven board members be residents of Battery Park City, with future appointments to prioritize Battery Park City residents until this threshold is met.

Takes effect on the same date as the 2017 legislation (S. 130-B and A. 4002-A) that amended the appointment process for Battery Park City Authority members.
