Removes language requiring purchasers of decommissioned police vehicles to alter paint color within 15 days of registration.

Establishes new requirement that no police vehicle owned by the state, public authority, county, town, city, or village may be sold unless distinctive markings and affixed lights are removed prior to sale.

Directs the commissioner of the division of criminal justice services to promulgate rules and regulations specifying decommissioning procedures and removal requirements for distinctive markings and affixed lights.

Effective date is 180 days after the bill becomes law and applies to all police vehicles sold on or after that date.

Authorizes immediate promulgation of necessary rules and regulations to be completed before the effective date.
