Expands the Division for Small Business duties to advise on matters affecting micro-enterprises with fewer than five employees and adds new responsibilities including online marketplace lending education and annual reporting on small business conditions.

Establishes a Main Street Center Grant Program providing up to $100,000 matching grants to each county (except NYC boroughs) that designates a full-time employee for main street development, with funds usable for facade renovation and interior rehabilitation.

Requires the Secretary of State to receive all rule-making documents in electronic format on or after January 1, 2018 and make them publicly available through electronic mailing lists, RSS feeds, and a customizable rules tracker program.

Mandates online publication of the State Register on the Secretary of State's website at no charge, with all state agencies that adopt rules maintaining links to the electronic version.

Requires rule-making notices to be transmitted to the governor, legislative leaders, and the Administrative Regulations Review Commission, including the minority leader of the assembly.
