Adds definitions for "short-term safe house" and "long-term safe house" operated by not-for-profit agencies to provide emergency and extended shelter, services, and care to human trafficking victims.

Changes the Office of Temporary and Disability Assistance requirement from "may" to "shall" enter into contracts with non-government organizations to provide services to human trafficking victims.

Requires services to be culturally competent to the extent practicable and include case management, emergency housing, health care, mental health counseling, drug treatment, language services, job training, and placement assistance.

Expands required services to include voluntary placement in short-term and/or long-term safe houses available from initial contact with law enforcement, local social services, or legal services providers.

Takes effect one hundred twenty days after becoming law.
