Adds new oversight responsibilities to the advisory council of the Justice Center for the Protection of People with Special Needs

Requires the council to review the mission and operations of the Justice Center, validity of abuse and neglect claims, and appropriateness of prosecutorial actions

Mandates review of investigative standards, accountability for individuals responsible for abuse and neglect, and all prosecutorial conduct to ensure validity and alignment with agency mission

Requires examination of the register of individuals found responsible for abuse or neglect and whether they have been barred from employment in care facilities

Becomes effective 60 days after enactment into law
