Authorizes the adjutant general to present the "New York State Silver Rose Veterans Service Certificate" to eligible veterans exposed to dioxin or phenoxy herbicides during military service.

Eligibility requires: current or former New York state citizenship, medical diagnosis of disease associated with dioxin or phenoxy herbicide exposure, honorable discharge or release under honorable circumstances, and service in U.S. armed forces or organized militia on active duty.

Limits one certificate per person and requires that all service subsequent to receipt remain honorable; certificate may be presented to designated representative if recipient dies.

Adjutant general, in consultation with the director of veterans' affairs, shall establish rules and regulations for certificate presentation and distribution.

Act takes effect 180 days after becoming law, with the adjutant general authorized to promulgate rules and take implementing actions immediately.
