Amends Section 11 of the Public Service Law to change quorum requirements from "a majority of the duly appointed commissioners" to "a majority of the total number of members of the commission, as such membership is required pursuant to section four of this article"

Modifies language requiring that "not less than a majority of such commissioners" concurring may transact business, perform duties, or exercise powers to instead reference "not less than a majority of such total number of members"

Maintains existing provisions allowing the commission to hold meetings at any time or place within the state and permitting investigations, inquiries, and hearings to be conducted by individual commissioners or authorized officers

Preserves requirement that at least one commissioner must personally hold at least one public hearing without delegation when hearings are mandated by rate increase applications

Takes effect 180 days after the bill becomes law
