Expands rent assistance eligibility to persons with medically diagnosed HIV infection statewide, removing the previous limitation to social services districts with populations over five million, capping rent payments at 30 percent of monthly income.

Repeals subdivision 15 of section 131-a of the social services law.

Requires local social services districts to assist persons with medically diagnosed HIV infection in securing documentation for eligibility determination, arranging face-to-face interviews at home visits or appropriate locations, and providing service referrals.

Mandates the office of temporary and disability assistance, in consultation with the department of health, to create and maintain a website with information on HIV/AIDS services and resources throughout the state, including community supports, employment opportunities, and specialized medical professionals.

Takes effect 90 days after enactment, or on the same date as section 1 of part ZZ of chapter 59 of the laws of 2018, whichever is later.
