Amends the racing, pari-mutuel wagering and breeding law to extend the two percent withholding rate on purses for the franchised corporation through August 31, 2019 (previously set to expire August 31, 2018).

Requires the New York state gaming commission to mandate withholding of one percent of all purses from corporations subject to its jurisdiction, with the franchised corporation withholding two percent during the extended period.

Directs withheld funds to be paid to qualifying horsemen's organizations representing at least fifty-one percent of owners and trainers at each facility.

Requires horsemen's organizations to spend up to one-half of one percent of withheld funds on equipment and programs at state colleges to test horses for steroids, and to allocate funds annually for benevolence programs supporting backstretch employees.

Takes effect immediately upon enactment.
