Legalizes and validates all actions by the Panama central school district related to final building cost reports for approved building projects completed before December 31, 2012, despite any failure to meet filing deadlines or other procedural requirements.

Prohibits the commissioner of education from recovering penalties from Panama central school district for late filing of final cost reports under section 31 of part A of chapter 57 of the laws of 2012.

Requires any penalties already recovered to be returned to the Panama central school district as payment toward prior year obligations, provided the district submitted the late report and it was approved by the commissioner.

Conditions penalty relief on the district demonstrating that state funds were properly expended for the building project and that the late filing resulted from inadvertent administrative oversight with no evidence of fraudulent or improper intent.

Takes effect immediately upon enactment.
