Establishes the "New York Microgrids Act" as Title 9-B of the Public Authorities Law to create the Microgrids of New York grant program within the New York State Energy Research and Development Authority.

Authorizes the Authority to award grants of up to $150,000 each to approved applicants comprised of constituency-based organizations to promote microgrid development.

Prioritizes grant awards to communities with high energy costs relative to household income, areas with prior outage history, low-income communities, energy insecure regions, and rural areas.

Establishes program purposes including long-term energy cost reduction, grid capacity relief, energy cost stabilization, improved reliability, increased energy independence, and promotion of renewable energy sources.

Takes effect 180 days after becoming law; Authority to coordinate implementation with the Department of Public Service, Power Authority of the State of New York, Long Island Power Authority, and Department of Environmental Conservation.
