Establishes the New York State Innovative Energy and Environmental Technology Program to award capital grants of up to $100,000 to eligible small businesses for commercializing innovative energy and environmental technologies.

Defines eligible small businesses as independently owned operations headquartered in New York with 100 or fewer employees (80% employed full-time in-state) that develop innovative energy or environmental technologies.

Limits grants to $100,000 per year per business with funds available only for working capital, equipment acquisition, upgrades, and leasehold improvements necessary for product commercialization.

Requires applicants to submit detailed proposals including market assessments, technical value explanations, job creation estimates, commercialization timelines, budgets, and demonstration that grant funds are essential and unavailable from other sources.

Mandates annual reporting to the Governor and legislature beginning September 1, 2019, detailing grant recipients, projects funded, job impacts, and program effectiveness while protecting confidential intellectual property information.
