Allows qualified individuals residing in counties adjacent to Albany County to be appointed as peace officers by Albany County officials at the request of the Albany County society for the prevention of cruelty to animals, without requiring Albany County residency.

Maintains existing residency requirements that peace officers must be U.S. citizens and New York State residents entitled to vote, and generally must reside in the same county as the appointing official.

Mirrors existing exemptions already granted to Nassau, Suffolk, and Allegany counties for animal cruelty prevention society appointments.

Takes effect immediately upon enactment.
