Amends Section 54.30 of the Local Finance Law to extend the deadline for Buffalo bond and note sales from June 30, 2018 to June 30, 2019.

Allows the city of Buffalo to arrange underwriting of bonds or notes through private negotiated sale, with compensation provided by negotiated fee or by selling bonds at a discount to par value plus accrued interest.

Permits private placement of bonds or notes through negotiated agreement with compensation by negotiated fee if required.

Designates underwriting and private placement costs as preliminary costs under Section 11.00 of the Local Finance Law.

Requires state comptroller approval of the terms and conditions of any bond or note sale.
