Allows Abigail Rivera, widow of deceased NYPD officer Mark Rivera, to posthumously apply for Enhanced Tier 3 membership status on behalf of her husband within one year of the act's effective date.

Permits Ms. Rivera to file for any retirement options or death benefits that would have been available to Officer Rivera if he had been an Enhanced Tier 3 member on the date of his death (March 21, 2015).

Any amounts previously paid to Mark Rivera, his estate, or Abigail Rivera shall be deducted from benefits payable under this act.

Estimated financial impact of approximately $1.9 million in Actuarial Present Value of Benefits and Unfunded Accrued Liability as of June 30, 2017.

All costs associated with this act shall be borne by the City of New York, with increased employer contributions reflected in Fiscal Year 2020.
