Amends Parks, Recreation and Historic Preservation Law to authorize lease or license agreements for up to 40 years to encourage private sector investment in equipment and capital improvements at specified state parks and historic sites.

Adds authority to construct and operate full service marinas and associated concessions at Sampson State Park and Seneca Lake State Park through extended-term leases.

Requires Commissioner finding that leases are compatible with public enjoyment of adjacent park facilities and, for historic properties, will encourage private investment in restoration and preservation.

Mandates lease or license terms addressing environmental concerns, historic and recreational resources, compatible uses of adjacent lands, and public interest protection.

Prohibits displacement of currently employed workers or loss of positions, reduction in hours, wages, benefits, or impairment of collective bargaining agreements resulting from marina leases at Sampson and Seneca Lake state parks.
