Creates a new provisional permit for clinical laboratory practitioners employed in clinical laboratories who are completing education requirements or preparing to pass licensure exams for clinical laboratory technologist or histological technician positions.

Establishes qualification requirements for provisional permits including: licensure/certification in another jurisdiction, bachelor's degree with clinical laboratory training, bachelor's degree with research laboratory experience, or associate's degree for histological technician applicants.

Sets provisional permit fees at $345 for clinical laboratory technologists and $245 for histological technicians, with validity period of up to one year renewable for one additional year at department discretion.

Requires provisional permit holders to be at least 18 years old, of good moral character, employed in a clinical laboratory, and under general supervision of the laboratory director.

Repeals the existing limited license provisions for clinical laboratory technology and makes provisional permits subject to disciplinary provisions applicable to licensed practitioners.
