Increases the number of designatable New York state incubator hot spots from five to ten.

Removes previous fiscal year restrictions that limited designations to specific years (2013-2014 and 2014-2015).

Requires incubator sponsors to dedicate at least 85 percent of all grant funds and support received to incubator operations without exception.

Changes the corporation's authority to provide other assistance to innovation hot spots from mandatory ("shall") to discretionary ("may").

Allows business enterprises of state-designated incubators to qualify for tax benefits under section thirty-eight of the tax law if they have a memorandum of understanding with an innovation hot spot or receive demonstrable services beyond those provided by the incubator.
