Directs the Department of Transportation to study weight limitations for fire vehicles with pneumatic tires under Vehicle and Traffic Law Section 385, subdivision 17-b, in consultation with the Thruway Authority, Metropolitan Transportation Authority, Division of State Police, local police agencies, and local governments including New York City.

Requires the study to evaluate whether weight limitations should be increased or eliminated and to consider applicable federal laws and regulations.

Mandates the study assess the potential effects of changes to fire vehicle weights on state and local roads and bridges.

Requires the Department of Transportation to submit a report to the Governor and Legislature within one year of the act's effective date with findings and recommendations on fire vehicle weight limitations.

Takes effect immediately upon enactment.
