Creates the "Take Charge New York Power" program to provide subsidies from the Power Authority of New York State to eligible applicants for developing and installing microgrids at their facilities.

Defines eligible applicants as businesses, small businesses, industrial development agencies, and not-for-profit corporations with minimum peak electric demand, excluding retail businesses, sports venues, gaming establishments, and places of overnight accommodation.

Requires the board to solicit applications beginning no later than September 1, 2019, through public notice and outreach to local economic development agencies, and mandates notification to the governor, legislative leaders, and relevant legislators upon application receipt.

Establishes review criteria including energy cost significance, capital investment, regional economic development alignment, job creation or retention, facility closure risk, community benefit, and applicant agreement to provide equity matching and repay subsidies on a board-determined timeline.

Requires the Power Authority to own and maintain all microgrid infrastructure and mandates program effectiveness evaluations to be submitted by December 31, 2018, and every five years thereafter.
