Prohibits limited liability companies from being formed or used solely for making political contributions or expenditures unless registered as a political committee or independent expenditure committee with the board of elections.

Requires limited liability companies formed and registered outside New York to register with the secretary of state and meet New York's formation and filing requirements before making political contributions or expenditures for any state or local candidate.

Requires political committees and candidates to disclose the registered agent for service of process filed with the secretary of state (or one natural person associated with the LLC) when reporting contributions from limited liability companies.

Establishes false statements in campaign finance reports as punishable Class A misdemeanors under Penal Law section 210.45.

Effective January 1 of the year following enactment, with conditional effective date provisions if related 2016 legislation has not taken effect.
