Requires public corporations to provide written notice to retired officers, employees, and their families 30 days before the governing board authorizes or approves changes in premium or coverage in health insurance contracts or plans.

Notice must be provided either as the full text of the proposed contract, plan, or amendment with financial information including costs to the public corporation and covered individuals, or as general terms with instructions for accessing this information on a secure website.

For health insurance contracts negotiated with recognized and certified employee organizations under Civil Service Law Article 14, written notice must be given when the contract becomes binding on covered retirees and their families.

Takes effect immediately and applies to any health insurance contract or plan entered into, renewed, modified, or amended on or after the effective date.
