Amends Public Service Law Section 130 to clarify that state agencies and municipalities cannot require approvals, permits, or certificates for major facilities that have filed (rather than been issued) a certificate application, except as expressly authorized by the commission.

Preserves exemptions allowing state and local enforcement of worker protection laws and the New York State Uniform Fire Prevention and Building Code for major facility construction and operation.

Requires municipalities to have received notice of a certificate application filing before they can impose conditions on major facilities.

Takes effect immediately and applies to all petitions filed on or after the enactment date.
