Increases the rated capacity limit for non-residential solar electric generating equipment, farm waste electric generating equipment, and fuel cell electric generating equipment from 2,000 kilowatts to 5,000 kilowatts.

Raises the net energy metering capacity cap in each electric corporation's service area from 1 percent to 12 percent of the corporation's 2005 electric demand.

Requires the Public Service Commission to adopt by June 30, 2021, a methodology for valuing distributed energy resources that accounts for energy, capacity, grid security, climate benefits, emissions reductions, fuel price volatility, environmental justice, and avoided costs.

Mandates the Department publish a draft methodology by February 28, 2021, with a 90-day public comment period and at least four regional public hearings before commission approval.

Directs the Long Island Power Authority to adopt a similar distributed energy resources crediting mechanism consistent with state requirements, including at least two public hearings.
