Expands line of duty sick leave eligibility to officers and employees in cities with populations of one million or more who participated in World Trade Center rescue, recovery, or cleanup operations and subsequently developed a qualifying World Trade Center condition.

Requires employees to file written requests for line of duty sick leave that include a waiver allowing disclosure of their approved notice of participation and medical records to the retirement system for claims review.

Establishes a claims review and reimbursement process through the Civil Service Commission for public authorities and municipal corporations outside cities with populations exceeding one million, with 60-day review periods and appeal options.

Requires the state to reimburse public authorities and municipal corporations with populations under one million for costs of line of duty sick leave granted under the law.

Mandates retroactive restoration of sick leave for currently employed officers and employees in cities with populations over one million who have been diagnosed with a qualifying World Trade Center condition and were using sick leave for that condition.
