Renames the Upper Mohawk Valley Memorial Auditorium Authority to the Oneida County Arts, Culture and Entertainment Authority (OCACE) and expands its purpose to include arts, culture, entertainment, tourism, sports, recreation and related projects.

Increases the governing body from seven to nine members: five appointed by the county executive and four by the county legislature, with staggered five-year terms.

Removes the $2 million cap on bond issuance, allowing the authority to issue bonds for any corporate purpose while maintaining debt service obligations through revenues and fees.

Authorizes use of design-build contracts for public works projects when a project labor agreement is performed, with selection based on best value criteria including quality, cost, qualifications, and compliance with prevailing wage and women/minority business enterprise requirements.

Redefines the service area from multiple towns to a specific geographic area within Utica bounded by Whitesboro Street, Oriskany Street West, Broadway, and Charles Street, and expands the authority's power to develop and assist projects beyond the auditorium.
