Creates "Robin's Law" to establish guidelines and procedures for sex offender treatment in outpatient group settings under mental hygiene law sections 7.48 and 19.45.

Requires the mental hygiene commissioner to develop best practices ensuring protected, safe, and clinically sound treatment environments that segregate sex offenders from the general patient population based on evidence-based clinical standards.

Mandates the commissioner consult with a nine-member stakeholder panel including consumer advocates, providers, and victim rights groups appointed by the governor (5 members), temporary senate president (2 members), and assembly speaker (2 members).

Applies to sex offenders as defined in Correction Law section 168-a and detained sex offenders as defined in Mental Hygiene Law section 10.03 receiving outpatient group services.

Takes effect immediately upon enactment.
