Establishes new salary schedules for state employees in the rent regulation services negotiating unit effective April 7, 2016 through April 2, 2020, with salary grades 1-32 and six steps plus longevity steps.

Increases longevity lump sum payments: $1,250 for employees with 5+ years of service (increasing to $1,500 effective April 1, 2019), $2,500 for 10+ years (increasing to $3,000 effective April 1, 2019), and $4,500 for 15+ years of service (effective April 1, 2020).

Provides 2% annual salary increases to rent regulation services employees effective April 7, 2016, April 6, 2017, April 5, 2018, April 4, 2019, and April 2, 2020.

Continues downstate location adjustment of $3,026 annually for employees in New York City and specified counties, and authorizes dependent care account contributions per negotiated agreement.

Appropriates $4.5 million for fiscal year 2018-2019 plus additional funds for employee benefits, joint committees, training, and administrative costs related to implementing wage and benefit agreements.
