Prohibits New York state departments from entering into new leases or modifications authorizing pipelines and support facilities associated with oil or natural gas exploration, development, or production in the North Atlantic Planning Area (92.32 million acres of federal waters off the northeastern coast).

Prevents pipeline corporations from installing pipelines or infrastructure related to oil and natural gas production in the North Atlantic Planning Area and bars them from condemning state lands for such purposes.

Prohibits petroleum-bearing vessels transporting crude oil produced in the North Atlantic Planning Area from entering or moving through navigable waters or tidewaters in Nassau and Suffolk counties.

Prevents the state from issuing or renewing licenses for major facilities that store or transfer petroleum produced in New York waters or crude oil from pipelines and infrastructure associated with North Atlantic Planning Area oil and gas production.

Excludes the marine and coastal district from areas where New York can authorize oil and gas exploration, development, and production on state-owned lands.
