Extends state appropriation requirements for SUNY operating support from fiscal year 2018-2019 through 2018-2019 to 2019-2020 and thereafter, maintaining at least prior year funding levels.

Requires state to cover mandatory costs for SUNY and SUNY health science centers including collective bargaining costs, salary increments, fringe benefits, utility costs, building rentals, and inflationary expenses starting fiscal year 2019-2020.

Extends state appropriation requirements for CUNY operating support from fiscal year 2018-2019 through 2018-2019 to 2019-2020 and thereafter, maintaining at least prior year funding levels.

Requires state to cover mandatory costs for CUNY including collective bargaining costs, salary increments, fringe benefits, utility costs, building rentals, and other inflationary expenses starting fiscal year 2019-2020.

Allows governor to reduce state support for both SUNY and CUNY proportionately if a fiscal emergency is declared and communicated to legislative leadership, suspending maintenance of effort requirements.
