Adds the New York Alliance for Inclusion and Innovation and any successor organizations to existing dormitory authority provisions that previously applied only to the New York State Rehabilitation Association.

Expands eligible facility types to include job training and workforce development facilities alongside existing educational, administrative, residential, clinical, and day programming facilities.

Extends the expiration date of these dormitory authority provisions from December 31, 2018 to December 31, 2023.

Authorizes not-for-profit members to assign and pledge public funds from federal, state, and local governmental entities to the dormitory authority for lease and sublease payments.

Requires state and local officers to pay assigned and pledged funds to the dormitory authority or its bond trustees upon receiving a certificate from the dormitory authority.
