Eliminates requirement that counties and cities bear the full cost of maintaining and operating local veterans' service agencies.

Establishes state funding to cover approved maintenance and operation expenditures for county and city veterans' service agencies through the state director with veterans' affairs commission approval.

Sets maximum state reimbursement at $20,000 annually for agencies in counties or cities with populations of 100,000 or less (increased from $10,000).

Sets maximum state reimbursement at $20,000 plus an additional $10,000 for each 100,000 population increment above 100,000 for larger counties and cities (increased from $10,000 base plus $5,000 per increment).

Takes effect immediately upon enactment.
