Renames the Dental Society of the State of New York to the New York State Dental Association and allows it to adopt bylaws admitting or amending membership status for licensed dentists and persons with dental degrees qualifying them for licensure.

Grants the New York State Education Department sole discretion to determine whether applicants for dentist licensure meet educational requirements.

Expands eligibility for district and county dental society membership to include persons with dental degrees that qualify them for licensure, in addition to licensed dentists.

Allows county dental societies to accept applications from fifteen or more dentists from a single county or contiguous counties, or fifty percent or more of dentists in counties with fewer than thirty dentists, subject to approval by the New York State Dental Association's governing body.

Takes effect immediately upon enactment.
