Amends Mental Hygiene Law Section 33.13(c)(5) to modify disclosure requirements for clinical records to the State Commission of Correction's medical review board.

Removes the requirement that the medical review board obtain patient or client consent before receiving clinical information about a specific person.

Allows the medical review board to access clinical records when it requests information in the exercise of its statutory functions, powers, and duties.

Maintains confidentiality protections by requiring the medical review board and Commission of Correction to keep disclosed information confidential and apply any legal limitations on release that apply to the original information holder.

Takes effect immediately upon enactment.
