Amends Civil Service Law Section 167 to extend sick leave credit benefits to community college employees upon retirement.

Community college employees become eligible to have unused sick leave converted to health insurance contribution credits based on actuarial equivalent calculations.

Dollar value of unused sick leave is calculated based on employee's salary at retirement and applied toward health benefit charges for the retiree and dependents.

For unused sick leave valued under $100, the state pays additional health insurance contributions equal to the sick leave value instead of requiring retiree contributions.

Applies retroactively to any sick leave accrued by eligible employees who have not yet retired as of the effective date.
