Legalizes the district's failure to timely file final cost reports with the State Education Department due to ministerial error, making the district eligible for state aid it was previously denied.

Directs the Education Department to validate the approved project costs as proper obligations provided the district submitted late cost reports by December 31, 2018, and the reports are commissioner-approved.
