Prohibits banking organizations from imposing service charges or fees for cashing checks or drafts drawn on accounts at that organization from the payee, whether or not the payee is a customer of that organization

Does not require banking organizations to cash checks lacking sufficient funds and does not prevent them from charging account holders fees for check cashing services

Allows banking organizations to request identification from check cashers; valid driver's licenses, non-driver identification cards, or United States passports constitute sufficient identification

Takes effect immediately upon enactment
