Authorizes not-for-profit corporations formed through inter-municipal agreements among two or more counties to work with the dormitory authority to acquire, finance, construct, and operate joint county detention facilities under county law section 218-a

Empowers the Office of Children and Family Services, Division of the Budget, counties, and other entities to enter into agreements with the dormitory authority to finance and construct detention or residential facilities certified or licensed by the Office of Children and Family Services

Allows entities to assign and pledge public funds from federal, state, and local sources to the dormitory authority to pay debt service on bonds issued for detention facility financing, without constituting state debt under the state constitution or local finance law

Directs all state and local officers to pay assigned and pledged funds to the dormitory authority or its bond trustees according to certificates filed by the dormitory authority

Takes effect immediately upon enactment
