Grants retroactive membership in the New York state and local employees' retirement system to Shawn Coveny, effective May 31, 2008, with Tier IV status.

Coveny, a current Department of Corrections and Community Supervision employee, worked as a seasonal park aide at Letchworth State Park in summer 2008 but failed to enroll in the retirement system due to reasons not attributable to his negligence.

Coveny must file a written request with the state comptroller within one year of the act's effective date to claim retroactive membership.

No contributions made by Coveny to the retirement system shall be returned or refunded under this act.

State of New York shall bear all past service costs, estimated at approximately $1,750 as a one-time payment and $3,900 in increased annual contributions for fiscal year 2019.
